convert_cyr_string() - string

Converts from one Cyrillic character set to another.

Parameters : 
 str - The string to be converted. 
 from - The source Cyrillic character set, as a single character. 
 to - The target Cyrillic character set, as a single character.

   , string $from
   , string $to
